The Plan of managed development from 2012 to 2017 (five years)
On September 3, 2012, the People's government of Pujiang County entrusted Chengdu City Industrial Vocational and Technical School to manage our school. On October 25th, our school held a listing ceremony of Chengdu Industrial Vocational and Technical School South (Pujiang) Campus. In order to complete the task of hosting, promote the school work to a new level, combined with the actual school goals and management, we developed a five-year (2012-2017) hosting plan of the Pujiang Vocational School and Pujiang Technical School.
1.The school status analysis
The school covers an area of 100.98 mu and the building area is 35259 square meters. Existing teachers and staff of 176 people, including 27 senior titles, intermediate title 45 people, 3 graduate degrees and 143 bachelor degree, of which there are 60 double-qualified teachers. The school has 8 majors, including mechanical and electrical, computer applications, automobile service, construction, clothing, pre-school education, e-commerce and tourism. Besides, application of mechanical and electrical technology is the key major in Chengdu. Mechanical and electrical and garment professional training base is the public training base in Chengdu. The school was named the national key secondary vocational school in December, 2010.
Chengdu municipal Party committee and the municipal government established and implemented five-prosperous city strategy. Pujiang county Party committee and government vigorously promoted the "Three Bases& One Center" construction, vigorously developed green food, packaging, printing, pharmaceutical, construction machinery and equipment the four leading industries, and strived to build three industrial interaction, urban and rural economic development pattern. This provides a great opportunity for the long-time development of Pujiang Vocational School, laid a solid foundation and put forward the requirements of the times for the reform and development of the school. But in the course of development, the school faces the following problems.
First, the professional construction of the school has encountered a bottleneck, professional appeal and the ability to serve the economic development of Pujiang is not strong,. As the backbone, the enrollment of professional clothing production and production management professional declined year after year. Traditional biological pharmaceutical professional, agricultural and sideline products processing professional haven not recruited students for two consecutive years. Other majors have not formed their own characteristics. At present, the school has not a key professional in Sichuan province.
Second, the school's students are facing severe challenges, admissions problem has become an urgent need to crack. The vast majority of college students are students in Pujiang county. Due to the population base is declining trend in the next few years, the size of the age of students are within 1500 in recent years, brothers schools in Center City and private vocational schools have increased enrollment. The number of school enrollment has fallen from 1294 in 2010 to 786 in this year. It is a severe test to ensure the size of the school.
Third, the quality and brand of school education need to be improved. The competition of future vocational schools is mainly the competition of the quality of talent training and the students' characteristics. Improving the quality, highlighting the characteristics has become the center of the work of the school. We must work hard make great efforts and always grasp firmly and continuously.
Fourth, there are some problems and difficulties in the school. Affected by the regional location, the school's financial and capital investment is relatively small, the income of the staff and workers is relatively low, which has affected the enthusiasm of the work to a certain extent. The operation and management of internal school is also subject to certain constraints. The school's infrastructure is not perfect and relatively backward. Students' loss rate is high. The appeal to students and parents is not strong. Students employment level is not high. Employment rate and employment stability rate is low.
2. Five-year Development Plan (2012-2017)
Take “Based in Pujiang, Serve for Pujiang, Educate people, Create characteristics and excellence”as a guide, We will persist in service-aiming and job-orientation, take reforming and making innovations as the motive force, adhere to the basic principles of "unity and stability, harmony and integration, reform and development", implement “The strategy of scale efficiency, multi development strategy, talent strategy, brand development strategy", take the road of reform and development of “Grasp the source of students, strengthen management, improve quality, create brand”, establish the socialist core value system, innovative talent training mode, strengthen connotation construction, reach a harmonious unity of scale, structure, quality and efficiency and strive to create a new situation in the development of school reform.
(2) Development Goal
We insist on educating people and moral education as the first educational idea, and enhance the management level and optimize the training mode to cast the school brand. We should make the school into a regional brand school which has strong basic ability, a strong team of teachers, high quality of education and good professional brand. We will make our school into a school which students yearn for, parents trust, enterprises accept and social respects. Besides, we will also make our school into a modern and international Dual System Vocational Education Center which has a flexible mechanism and strong service ability.
(3) Main Task
Strive to the two aspects“Two improvement, One enhancement”,i.e., improve the level of running a school, improve the quality of education and enhance the ability to serve the economic and society of Pujiang. In particular, we need to do the following nine jobs.
1. Innovate management methods and construct the modern school management system
(1) Vigorously promote the reform of management system and mechanism. In accordance with the principles of hierarchical management, stratified evaluation, responsible level by level, we gradually promote the employment system of cadres, labor and employment system and the reform of the distribution system, and establish a scientific, normative management mechanism with the combination of humanistic care , incentive and restraint.
Comprehensively promote the rule of law, rule of law education. Further standardize the school management and school behavior, Insist on democratic management and democratic supervision, establish the mechanism of developing benefits and increasing the staffs’ income synchronously, constantly improve the income level of staffs, and ensure education equity and the rights and interests of teachers and students.
(3) Taking the system construction as the starting point, we will make the school management system institutionalized and standard and form network management and service system.
(4) Taking the performance management as the starting point, we will improve the management efficiency and operational efficiency to make management more refined and the goal clearer.

2、Deepen the reform of education and teaching, and improve the quality of teaching
In accordance with the national reform and development demonstration school construction standards, promotes the connotation of the school and promotes the overall improvement of teaching quality.

Also closely with PuJiang economic development of tourism, biological, food, agricultural and other professional disciplines, the development demand of regional economy cars, modern logistics and other professional disciplines, building materials, enhance the ability of school serving local economic development.
3、To enhance the effect of moral education, vigorously improve the quality of education

To expand the existing rural labor force transfer training scale and the scale of the market. Second, we need strengthen the links with the industry enterprises and docking. Especially strengthen contact with PuJiang industrial park and docking. To develop various training menu, to send the teacher to them and expand in emerging markets, the high-end market, enhance the vitality of the school's development, enhance the ability of social services for the local economy. Eventually form enters a higher school and technical secondary school pre-service after paying equal attention to education training pattern of parallel.
5、Implement the strategy of scale benefit, promote the rapid development of the school

Second, we should adhere to the multi form, multi-level, multi-channel, multi legged walking. Third, we should relying on Chengdu Industrial Vocational and technical schools, take the joint school, the school, the integration of the development of the road, improve the attractiveness of the campus, and promote the scale of the development of campus.
